Recycled dungeons, lack of environmental variety, half-assed side-quests and enemies spawning out of thin air during combat are not symptoms of consolitis. They are symptoms of a rushed production cycle and/or lazy design.
If the design was on purpose (Remember, they announced the pre-made character thing a long time ago), then their target audience was "The lowest common denominator", which is considered by most PC gamers to be a symptom of consolitus.
It really doesn't matter what anyone calls it, really. The main point is that the game definitely sucks compared to the first one. (Even most of the game defenders are admitting that)... and that it's disappointing that Bioware put out this tripe (Again, compared to the first game).
As for people enjoying it "for what it is"... well... they are entitled to their opinion and enjoyment, but unfortunately, supporting such "shoddy work" doesn't do the gaming community any good, IMO.
