Yeah, that was the claim for UO too. And that worked out -so- well...for the griefers. Not quite so well for the floods of customers leaving due to the frustration of being forced to be unwilling targets for trash-talking exploiters.
Leaving the policing of griefers up to the player community can work, but the only places I've seen it work are small communities. Once you pass about the 250 player mark, it all falls apart.
