The deal requires Comcast to provide "approximately" 2.5 million low income households with high speed Internet for less than $10 a month.

There's no way Comcast is going to pay this out of charity. They will pass on the cost to their higher paying customers in the form of ambiguous "fees". Most people are already subject to all sorts of required fees and taxes by their ISP and government. What's $4 more on their bill?
