Sega removed the game's online activation requirement in a patch a few weeks ago. When I had played the game, this patch was not available on Steam yet, so I had to download it separately and patch the game (which worked fine btw). When you run the game for the first time, if it asks for online activation, that means Steam has still not patched it and you will have to download it separately. Amongst other bug fixes, one of the things this patch does is remove copy protection from the game. Basically, if you are ever asked for your cd key, you are running an older version and you need to patch it. If you do need to download it yourself, get the EU/Digital Patch which is the one that will work with the Steam version.
After that there are a bunch of .cfg tweaks and stuff you'll need to look into to fix performance issues, sound issues, graphics issues and what not.
