What a crappy list. MTUI is the only one on that list worth getting. I never liked Fellout for Fallout 3. It was buggy and made the night way too dark. The last version I tried still had bugs when going from inside areas to outside and the other way around. For example, when entering Megaton at night, it would be completely dark inside Megaton. You would have to save and reload to get it to show up normal. Then when exiting Megaton, the sky would be dark but the ground would be lit up like it was day time.

Realistically the nights would be quite bright, due to the absence of light pollution, even on a moonless night the stars alone would provide enough light to see by. I use these two mods to enhance the night sky. They are for Fallout 3, but the work just fine in New Vegas:

Enhanced Night Sky
krzymar HI-RES Moon

As far as essential mods, they should have posted ones that fix bugged quests and locations. For instance, the Ultra Luxe casino has numerous bugs associated with it that break any quest associated with characters or places in it. There is a bad bug in the Ultra Luxe bathhouse that causes the game to crash or lock up, which makes completing a quest impossible without it. There are characters that will go into inaccessible parts of the casino that you have to talk to. The only way in is to kill or pickpocket a key to the door, which when entering causes everyone to attack you, making it impossible to complete quests. There are bug fixes posted at the New Vegas Nexus site for those and many others.

If that's your thing, more power to you; in my opinion it's not an overhaul but an all-inclusive mega-nerf.

That's not completely true. Her mod makes energy weapons better and generally improves weapons that were underpowered (like grenades). She also improves the AI. I generally like mods that rebalance existing content (to make it deeper and more challenging) as opposed to adding content like new enemies, weapons, etc. In this regard, most of Arwen's changes are great.

I just wish her changes were completely modular so I could pick and choose the specific ones I want.

Darn >>>>> MTUI, though it's still officially in Beta. Maybe that's why they didn't choose it.

I don't like Arwen's overhaul. Her idea of "realism" is: all NPCs are harder, you are weaker, you can carry much less, everything weighs more, you have fewer hitpoints, enemies do more damage, weapons do more damage as your skill goes up, so at the start you absolutely fucking suck, etc etc etc.

If that's your thing, more power to you; in my opinion it's not an overhaul but an all-inclusive mega-nerf.

That list should replace MTUI with Darnified UI. Darnified UI not only reduces the text sizes but it also revamps the Pipboy so your status page shows everything on one screen, as opposed to six.

Arwen's balance mod also does wonders for the game, making it both more challenging and more RPG-like:

Finally, there are some much-needed weapon retextures by this dude:

At one point the player mentions that is the part with the British guy's shit, he's talking about this:

Which is also hilarious, even if both these videos are most likely acted.
