A tweet by Battlefield Bad Company 2 lead designer David Goldfarb that's retweeted by the BFBC2 feed says that even if you stand on your head, they are not adding the ability to go prone in the military shooter sequel: "Fyi we will not add prone based on anything. You can stop asking now. :)"
They could add prone to the game but it would require setting the release date back a good 8 months while they remake every single map to take prone into account. Everything from foliage to terrain dynamics and buildings would need to be redone. It's not worth it just so that JohnnyPoints can sniper-camp his way to the highest level unlocks instead of working as a proper sniper in conjunction with his team.
Battlefield games are team games first and foremost. Call of Duty games are where people should go to get a more individual experience.
