Hell why not have some fun, put a permanent snaring effect on em so they run about heavy speed as a scout. Then make it so their ranged weapons jam 50% of the time, and their melee weapons are replaced with a rubber chicken that extracts 1 point of damage each hit.
Because it wasn't as if someone would cheat and kill specifically demoman if it wasn't to throw off the stats that EVERY OTHER player was contributing to. I don't have a problem with people cheating on their own servers or servers that don't mind it, but cheating on servers that don't welcome it and with the intention of tampering with other people's efforts should be frowned upon.
I say throw some of those anti-cheating "perks" at em, and require em to get 10 kills. If they cheat to get the 10 kills, make it 100, then 1000...and just keep on adding a zero to the end until they make it clear that they are just a downright cheat and banning is the only way to deal with em.
That way people have fun killing em, TF2 monitors have fun imposing punishments, and they get discouraged from cheating.
Plus any kind of costume, tag, etc you give them...some people would probably cheat just to get it because most people wouldn't have it. So dunno. But letting cheaters throw statistics off that effect everyone else even in a minor way is bad.
It's like MMOs, 1 person cheating via dupes or easy PVP hacks.....can effect 10 or more people easily. And either those 10 or more cheat to get even or suffer to this 1 person. Some will cheat, some will quit, and some will hope it's fixed. Then those new cheaters go on to inflict their cheats against even more people. And pretty soon the people hoping for fixes get tired of waiting, and all that's left is mostly cheaters. Who get bored when there's no easy prey or people to exploit. Far too many games let this stuff slide with a warning or turn a blind eye (blizzard and it's 6 months ban cycles on the various bots, for the new box sales boosts).
