Well duh! Making games is complicated too, but you obviously have overcome that obstacle. At least they didn't say no - if they see there is a big audience on the PC, they very well might release mod tools, If they understand the PC market as much as they claim, then they clearly know how releasing mod tools has the potential to grow an audience and keep a game relevant for a long time, which is definitely in their best interest.
If it is a flop, then I could see why mod tools might be considered a waste of time, though they still might lead to a bigger audience down the road.
