I just went from a 1080 TI to a 3070 Ti myself, and I also was set dead set on a 3080 but gave up due to availability. I felt like I compromised, and the 3070 Ti would be temporary until I could find a 3080.
The 3070 Ti ended up being a huge upgrade in all my regular games for me. DLSS is awesome and makes a huge impact to frame rate with no noticeable loss of image quality to me. Both Cyberpunk and Control with DLSS and RTX on is sight to behold and runs much better than I ever anticipated at 1440p. I'm done GPU shopping for this generation and probably next at least as well.

None of that stuff is impacting me so I'm staying on 471.11. Nvidia hotfix drivers can introduce new issues since they are not fully QA'ed like regular release drivers.

There is, it's called FSR, but it's not based on machine learning. It must be specifically supported by the game just like Nvidia's DLSS. I don't think there are any games that support both though. Money/branding deals, etc.
