Because AI is generally a bad investment. In order for AI to shine, the character needs to stay alive long enough to see it. In order for that to happen, they either need to be bullet sponges or you need to be very inaccurate. Neither of those are fun. So while AI has improved, it's rare for the player to even notice. Plus, sometimes dumb AI is dumb because it's more fun for that. In real life, if a guard notices you he'll radio other guards, they'll lock the area down and turn on all the lights, and you'd be found and killed immediately. That's no fun in games, so they're coded to go "huh?!" and forget you within 30 seconds.
