No. There's a reason why our legal system penalizes intentional acts much harsher than unintended ones, even if the outcome is the same.
And, in this case, we can actually stop what our own corporations do if we choose. We cannot stop what foreign ones do.

I've never actually finished a FO game, despite hundreds of hours playing them. Did Vault-Tec actually launch the missiles directly or just persuade governments to do so? The last part of the final episode implied, at least to me, that they were going to do it themselves.
Really enjoyed the TV series. Looking forward to season 2.
