They don’t. The whole idea of this is when a game ends, for a company, they put in an end of life plan. Kill server/online requirements. Remove any bullshit and make the game downloadable for a time afterward. Not permanent, but enough for people who paid can grab it and keep for themselves.
Think of it as a, we want a functioning end of life plan instead of the current „thanks for your money, now fuck off“ that the streaming and gaming industries seem to like now.
Don't be too hard on them. The fucking government of the United Kingdom can't even be bothered to understand what we are asking for. Why is everyone so goddamn dense?! All we want is when a company decides to shut off their servers to stop spending money that we are left with something that we can play on our own. How hard is that to understand?

Give the characters some depth, make the writing a little wittier, add more room for meaningful choices, fill in some plot holes, etc?
