Also, if you open a list like this one here on Steam, you can see how it says "The top games as measured by gross revenue this year".

PUBG's Release Date on Steam was Mar 23, 2017. It is still selling millions of copies a month. Currently ~26,000,000 served
None of the Steam $1 and $5 dollar games come close to the numbers (games sold) that PUBG pulls during a sale.

A yearly Steam Top sellers list based on gross revenue has nothing to do the with the weekly Steam Top 10, which is based on what games sold the most during the week.
Correlation does not imply causation
