All of this is true, yes. The dumbing down, though, unfortunately, I don't see as entirely the fault of consoles, at least as far as gameplay is concerned. I remember being overjoyed at how much fun I was having playing Diablo, and then, months later, being disgusted as all the "RPGs" coming down the pipe were dumbed down to Diablo levels. Personally, I fault publishers and producers for creating games based on demographics and predicted sales, as you note, and also, the PC hardware industry, which jams new hardware out in confusing varieties that cost fortunes to purchase and promotes the silly competitive "My PC is Better Than Yours" churn and burnout. Games are a business, and unfortunately, rising costs of games has completely killed the cowboy glory days when a few developers could craft something wonderful that they were passionate about. Now, if there is a question it won't meet the bottom line, it won't get made, or it will be compromised, period. Eventually, once graphics technology reaches an apex and the development tools are widespread and more approachable, gaming will most likely have another renaissance, much like film today, as it is much cheaper and easier to create independent films these days with software tools and the cameras becoming cheaper and more readily available.
