If you knew Seattle politics, you'd understand why. Seattle's municipal government has blown nearly a billion dollars on social services since 2010 and yet the homelessless problem has doubled. The new tax proposal raises money but does not specify how the money should be spent on solving homelessness, there's no definite plan for how the money should be spent, and there's no accountability if the raised money goes down another black hole. Much of the city doesn't trust the government to spend the raised money wisely, especially with the recent scandal involving bike lanes that were supposed to cost $850,000/mile and ended up costing $12,000,000/mile (14x cost overrun).
