Absolutely, it is a mess. Never mind how long the offline mode should have taken or that, obviously, it should have been offline from day 0, this game is a mess and offline mode isn't going to change that. It may enable modding which in turn rescues it to some extent but there's no point. Anno, Tropico and SimCity 4 are all much better than this will ever be.
I played it again recently to see if the various patches have helped. They have, in particular with traffic, but the problems run too deep for patches to fix it. I've referred to it as SimSeveralSmallTowns in the past (with my trademark cutting satire surely shaming EA into rethinking their practises) because there's actually a decent builder until you get to what it claims is about 15,000 sims. I say "claims" because on the UI element which displays the population calls GetFudgedPopulation() - yes, really! - which fakes this exponentially. After this, the piss poor simulation can't seem to assign jobs properly or model things like education.
This is all made worse by the resource system. This is called City Specialisation and is supposed to make each city different but it has the opposite effect. Apart from the effectively cosmetic differences between the industries, every city is build around where these resources can be mined/drilled/etc - which is typically in the sort of flat, open area where one might want to build a city.
All this is why I quickly stopped caring about the city size. It's no exaggeration to say that the maps could be a quarter of the size they are now and without the city specialisation junk wasting prime space, the simulation would be maxed out.
Heh, one of many reasons I never touched this game. Simcity 4 never worked properly, AI couldn't get to work because of the traffic simulation, and they never fixed it. Probably because they had no idea how to, have to agree with people that Maxis can't code worth shit, well they can't code these kind of massive simulations at any rate. At least it was modifiable and the community figured out a way to at least make it work.
