I think it's being reported incorrectly due to how they are marketing g experience. When a new driver is released they always say to get it on expereince, but leave out that you can also go to the website. I can't see them ever dropping the manual downloading.

Why the fuck would you not always wear your seatbelt? It's by far the easiest thing you can do to greatly increase your odds of survival. There's no reason to ever drive around with it off unless you're a dumbass.
