I'm an ex-torque developer, maybe TSE will shape up but TGE is a very unsuppored piece of garbage. The community was forced to recompile the exporters for newer versions of max/maya... obvious issues with ATI hardware goes unaddressed etc. Lack of communication to the community by garagegames is a huge problem (i.e I bought TSE and didnt hear of one update for months and months, and when I asked they told me that was my problem and if I really cared I should pull the changelogs from the cvs - unacceptable)
I completed the framework of an mmo game on the torque engine (zoning, item/skill persistance, inventory management etc), Yes its easy to work with, but that comes at a cost, and that cost was too high for me. I'd rather work with a much more supported engine for a higher cost than fix everything myself which would end up costing more in the long run.
If you don't believe me and think I don't know what I'm doing or I'm just anal about torque/garagegames then do yourself a favor and before you get too far into development ask yourself why GarageGames has over 40,000 torque licences and only about 2 non garagegames games made it to retail(and failed miserably, DH:Lore anyone?). There are serious issues with the engine, it is not as good as it is advertised.
