Why? Factories actually are limited in how much stuff they can make in any given timeframe. Since I doubt Bethesda built or hired an entire factory to make pipboys, they likely just rented a production run in an existing factory chain, and said production run was probably for something like 10K units. And if said factory doesn't have availability to extend the production run, then you literally cannot have any more plastic stuff made. (Unless you decide to hire another factory to make more, but that'd be pretty damn expensive.)
It's plastic, If it was an iphone I could see an issue. But plastic, no way. If there is a demand, it can be fulfilled, this ain't the 1800's. It was "pretty damn expensive" hiring the first factory, it's normally cheaper or the same amount the second time around. I worked for a company that never had an issue receiving special order, one of a kind, injection molded plastic parts by the thousands, in a timely manner.
Now if they would have said it's a "limited edition" and we are sold out, or "we can't justify another production run" then meh.
But to blame it on manufacturing capacity is a lame excuse.
I've worked with overseas factories and what Bethesda said is how it works.
Those places get jobs in months and months ahead of time and if you need additional capacity the only way to get it is if the factory can move other jobs around yours. Sometimes they can and sometimes they can't.
You can't just get more factories when one is at capacity. They already have jobs to fill too, not to mention creating new dies, etc.
Maybe if you are Samsung you can output on a dime, but not if you are a small fry like Bethesda with a tiny order of 30,000 or whatever.
If you want to blame Bethesda then you can fault them for underestimating demand.
They aren't lying though.
