On a 5900 it averaged around 25FPS, on a 9800XT around 30FPS.
Should be fine, unless you have a junk PSU. Of course, if you have a junk PSU, anything could happen. Note that the GT will use less power than the Ultra as well.

A good quality 350W power supply with a sufficient 12V rail pull can support the 6800 Ultra standard clocks of 400/550.

128 is fine, and more than fine when you get your 256MB card, as odds are it will never really use it. In reality, you do NOT want it using it. Some people turn it way down, which is bad, because it is better to waste some memory and call the data from it than having to spin the hard drive, but with that much mem or VC, it is trivial.
200 Is correct, P4 mother boards use something called “quad pumped” or something like that.
Instead of multiplying the bus speed by two like in DDR memory, you multiply it by four.
400MHZ FSB = 100, 533MHZ FSB=133, 800MHZ FSB=200.
That is not too bad, though WinXP Pro by default only runs 19-22. That is "some" bloat, but not too much. Does any of the process show A LOT of CPU usage? Perhaps one is overly nasty. “System Idle Process” should be high.
Also, how many process do you have running? That can greatly effect CPU performance in genearl as well asbenchmarks. To get process, hit CTRL+ALT+DEL and hit Process Tab, at the bottom it will say “ Process:” What is that number?
Also, in start type “msconfig” hit enter, then click “services” tab, then click the “Hide All Microsoft” button at the bottom, how many services do you have running?
One, Make sure you have the latest motherboard drivers installed.
Also, make sure it is configured properly in the BIOS, everything is at optimal settings.
