Mr. Picky #5, #3's usage was correct. Alliteration means "repetition of same letter at beginning of word" as well as "repetition of consonant sound in stressed syllable". The latter meaning is similar to consonance, but the former meaning applies here.
Assonance refers to vowel correspondence in stressed syllables, and it usually applies to similarity near the ends of words (eg, "make your complaint"). It may not be strictly incorrect for the headline, but it is somewhat awkward.
Also, you have one comma too many or one too few in your second sentence.
