As far as I know (which is little to nothing), its a heat issue...
the next innovations in computer hardware are supposed to be about system-wide bussing and data pipelining rather than CPU cycles... in other words, they are going back to square one and redesigning from the ground up - i think i heard 64bit CPUs are going to require this before they reach their potential
i suppose a new OS wouldnt hurt either (non-MS)
