What was proposed in this plan that these 71 million dollars would accomplish? And more importantly when would it begin and when would it be completed...If it wasn’t before August 31, 2005 your argument is mute.

Bush could have allowed every fucking penny of that 71 million and by the time Katrina came through it would have destroyed the partially completed safety measures; destroying millions depending upon how far along construction was.
