No, that's not how it works. There does not need to be a 'contract' between two parties in order for something like the ADA to take precedence. Otherwise everyone could just refuse service to everyone and there'd never be any problem whatsoever. There'd be no discrimination laws either. "I just refused to service him because it was a full moon, not because he was black/gay/had a dog! And we never had agreed to service either!" etc.

Or is Uber handled like a bus (aka public transport) company in the US? Or does there no exist such a split?

If you provide a service to the public at large, you are not allowed to discriminate/refuse service based off of a fairly large number of criteria. People being disabled is one of those protected criteria. (While being drunk isn't, for example.)

While I understand that as a driver you'd not be happy with you car being covered in dog hair, that comes with being a driver. Don't want to deal with it? Don't be an Uber driver.

The only thing we can say here is that Uber seems to explicitly mention in their terms of service for their drivers that they are NOT allowed to refuse passage to anyone based on protected criteria, so she may not have much ammo against Uber. Against each driver individually, though? Sue away. She'll way 100% of these cases, and rightly so.

Does ADA actually apply here?

Why wouldn't it? She's a person with a disability and has a service dog. Uber drivers are flat-out refusing to give her service because of said service dog. This is 100% a violation of the ADA.

Those are valid point, but on the flipside, the two Total War Shogun games are some of the best selling in that series, so it's not as if there's no demand for it. And they've done games in rather historically poor settings where characters are concerned before, so I'm not sure it'd be that much of a reach to throw out some well known
names (and fudge with timelines to put these people together.)

If you had 12 million dollars of content lying around, why did you decide to close it? Just stop developing for it, and leave it open for another year so people actually have the time to enjoy the content?
