The reporting of it as news implies that it happened recently. Gabe said that in late 2003, after HL2 had been delayed, explaining that it had been done to make the game as high-quality as Valve could manage. Reporting the quote one-and-a-half years later implies that he's just said that and that a delay is likely.

Never did like the original UT that much. Just an average game to me. So I really looked forward to trying out UT2003, but the demo really put me off. The spead was so fast I could hardly aim. And I got a pretty good machine so frame rate is high. How they managed to ruin CTF, I'll never know.

You'd think with all these screen shots of demos, they'd have actual, downloadable videos of these demos. But noooo, just screenies.

It's a marketing ploy for people who don't know jack about hardware.
When it's phrased that way it makes the Xbox sound really powerful. 'Gee, why buy a PC they say right here that they'd have to tone it down to get it to work on a PC. The Xbox must be real powerful, hyuk, hyuk."
If they said "When this game is ported to the PC to make use of the Gef4 and 5 cards (the Xbox only has a Gef3), it'll really shine as only a game can on the PC!"
That wouldn't really inspire potential Xbox owners to go out and get one.
"Hrm, they say this thing'll look better on the PC, so wy should I buy an Xbox?"
