You also have to remember that the patch does not contain all new data. A lot of it has just been modified. A file could be 500k but they could have just modified 30 lines in that file.
Actually if I was to write a program it'd be fairly easy. If I didn't have a size restriction/limitation, I can make fairly huge file sizes.

The week UT2004 went on sale I remember getting it for $30, which is great for a brand new game I never owned.
