Coming from a 3d professional (though not one in the gaming field;) it's not quite fair to say that, since Raven is hiring a new person, they cannot complete the game in-house.
The reality of the matter is that people quit, people get fired, and people ask for more money (file under "People get fired".) The fact that Raven is hiring a new texture artist/modeler doesn't reflect badly on them at all. Rather, it shows initiative. Many companies would just try to finish the game short-handed *cough*EA*cough*, but Raven has shown that they are serious enough about Quake4 to hire and train a new guy VERY late in the dev cycle.
Good job, Raven. And if you need an effects animator, you can find me in Hollywood.
