It would turn into a game of cat and mouse where every fix takes a lot more time and effort than the breaks Microsoft adds, because "reasons". It would be far more worth their while to simply make their new Source Engine run Vulkan (no support for DirectX) and make it free to use with decent documentation. That could have a lot of benefits both for Valve and the gaming industry to and extent.
