If the combat however was based upon player skill and was first person, as it appears to be in Fallout 3, there would be no tension what so ever because decent FPS skills mean no real threat.
That would be the case if stats and items played no roles whatsoever. The key to balancing skill with stats is to make sure that the player is always in control but that their actions are significantly affected by stats. For example, a player might be awesome at first-person shooters, but if his character's gun skill is very low, it won't matter. I believe Deus Ex did this very well with its reticle focus. The enemy's stats, armor and weapons also play a huge role. If you have low stats, a slingshot and some old pants, no amount of player skill will save you from an enemy with a powersuit and a rapid-fire rocket launcher.
The benefit of turn-based, stats-based combat is that every choice carries strong repercussions. If you screw up, you have to sit there and watch as your character dies a horrible death. On the other hand, this can be seen as the greatest weakness of such a system. If the actual player has so little control over their character, they become detached from the action and the game simply becomes a matter of calculating success rates based on stats.
Obviously I'm an advocate of real-time gameplay but I also believe that stats should matter. It's just important to balance them so that they force the player to role-play without taking away the player's control.
