It's also pretty easy to get a copy of the (original) xbox sdk. It's not exactly legal, but there is a HUGE homebrew community for the xbox. Xport (http://xport.xbox-scene.com/) is probably the most impressive.

I don't know whether or not they're available for last generation consoles but you can get them for the 360 if you feel the urge to have a play. They're not free, though.

How about Sony, Nintendo and MS making the commercial dev hardware, software, and documentation for their older consoles available to hobby-class developers?
