Multiplayer bots are quite a different kind of AI from what you find in a single player game though.. Only in that the single-player AI in many games sucks compared to multiplayer bots. Sure in the instances where the single-player AI must be scripted to perform specific actions or to perform cinematic sequences, it is different. But, for the majority of FPS gameplay which involves combat, single-player AI and multiplayer are no different.
And I'm not sure what to make of your contention that the Halo AI sucks when you purposfully break it.. I don't disagree, I suppose, but I'm not sure why it's relevant. It's relevant because good AI behavior is not so rigidly defined that the player must play the game in a certain way for the AI to behave properly or believably. Good AI responds to the player's style and condition/status and makes realistic reactions based upon it. Good AI will coordinate amongst itself and use its superior numbers to its advantage. The player does not break the game when he acts unexpectantly. The game is already broken if its AI does not anticipate or adapt to the player's actions.
Halo's AI will strafe and will duck behind cover if it is in the immediate vicinity, but because it does not roam or pursue the player and because it does not coordinate or otherwise use its superior numbers against the player, Halo's AI is poor when compared to the best FPS games which have been released for the PC.
