Halo still has great AI compared to nearly everything that's come out before or after..
LOL! Halo's AI is laughably bad because it has a fatal flaw. Even on its hardest difficulty setting, i.e. "legendary" mode, the AI characters are restricted to movement within the small area where they are placed and they do not pursue the player regardless of their numbers, the player's health, or his tactics. Sure the AI know how to step from side to side to try to avoid fire, but all of that is pointless since they are essentially glued in place.
If you want to see just how bad Halo's AI is, play the game how it is not supposed to be played. Run into a room, watch the AI come out, and then retreat out of it. The AI won't follow you regardless of their numbers. And, when you re-enter the room later, if you waited long enough, they will have returned to their spawn points. If you simply run past an enemy in a hall, he will just stay within the small area where he was placed and won't follow you out of the area. In an outdoor level, you can park your jeep off in the distance and pick the AI off from afar while they won't do anything to stop you like approach you or circle you despite their far superior numbers.
Halo's AI may seem good if you play the game exactly how the designers want you to play it, i.e. like a rail shooter. But if you step outside the box, i.e. the AI's movement circle, its achille's heel is exposed.
