As promised, the demo for Prey is now available, offering a sample of Human
Head's imminent first-person shooter. Word is: "Defy the law of nature with
gravity flipping, a feature that allows you to walk on ceilings and turns

With Prey there is more light but I still prefer the lighting in other engines like the Unreal engine or the Source engine. I love it when people look at the lighting in a level and attribute it to the engine. The specific technology is a function of the engine but talk to the artists about the lighting. I assure you any engine can light from daylight to pitch black. What you're seeing is called art direction.
That's only partly true. The Source engine, for example, implements lightmapped Radiosity lighting, which, while static, caters for multiple diffuse reflections of light from surfaces, and as such, leads to a richer lighting model in the world.
Additionally to that, in any entirely-dynamically-lit engine such as Doom 3, the computational "cost" of additional lights hitting a surface is very high. Part of the reason that Quake 4 (and I presume Prey) seems to be "better lit" than Doom 3 is that Raven (and I presume Human Head) implemented a system of lights which don't cast shadows. Counterintuitive as that seems, it's phenomenally handy for small ground-level lights as part of an overall scene or other similar visual cues.
So yes, it's partly art direction. It's also a technical limitation, though. In Source, I could set up 5,000 lights in a scene, and while running the radiosity pass through the "level compiler" would take an age, the game wouldn't necessarily run any appreciably slower (model lighting aside, that is). In something like Doom 3 or Quake 4, unless I was smart about light placement and the types of light used, I'd reduce the game to a complete crawl.
