Out of interest, why is that a no-no?
If the OS is in the middle of writing to disk then you can end up with a corrupt file system.
Modern FS's (like NTFS) have protections against this, but they only go so far. And if the FS wasn't shut down cleanly then the OS will generally have to go through extra work (basically a chkdsk (or fsck in *nix)) during bootup to make sure everything is sane.
Obviously cutting the power during a chkdsk is really, really not recommended.
In olden days the actual HD heads needed to be moved to a safe spot prior to powering down, or else you ran the risk of the heads plowing into the platters if you moved the drive. That was solved 20 years ago with auto-parking heads though.
Oh, and for completeness -- if your HD implements a cache on writing then you can be well and truely fucked if you power down at the wrong time. In a worst case scenario you could have the OS thinking that everything was fine with the FS, but it wasn't because the HD didn't actually commit all the data. Boom, corrupt file system. I don't know of any HD's that implement a write-back cache though... at least not consumer grade ones.
