The Scottish Martial Artist is mostly right, it was partially a joke. The Tribes - Vengeance story never struck me as involving, though. I felt isolated from it at all times.
I'm not trying to defend the HL2 story as better, just very good. Perhaps I just like that it leaves you to find the story best. You can run through the game and miss most of it, or you can go slowly and listen to all of Breen's announcements, find all the newspaper clippings detailing the years since the last HL2, see who the G-Man is talking to behind your back, etc. I like the subtle nature of it vs the cut scenes that give everyone the same information regardless of how much they care.
Not to say I think games should abandon cut-scenes. The story delivery is a HL hallmark, and if more games did it the power would be lost. Cut scenes are still damn nice when well done. Games like Halo 2 and Deus Ex wouldn't have worked without them. Games like Doom 3 could have.
