I've yet to see or use a BIOS that can be flashed from within Windows, or from an ISO.

Intel, from within windows (The first exe file, I've used that bios myself):

Use the Intel® Express BIOS Update if you are running Windows* 98SE, Windows ME, Windows 2000, or Windows XP*. An executable file runs a Windows InstallShield* program which automatically updates the BIOS.

Never been to a K-12 school with CD-R(W) drives, and my high school is about 6 years old. Never been to one with a pen drive, either. Sure, they could drop the floppy and buy CD-RW drives... at a significant cost.

Do you know what a pen drive is? You can buy one for less than $30.

I think the industry needs to get together and come up with a true floppy replacement and agree to it as a standard, and start including it on all new PCs. Maybe in five years we can elminate the floppy.

It's called a pen drive. They run from 16meg all the way up to a gig. It mounts in windows as a removeable volume (complete with a drive letter). You drag and drop files to it in Windows explorer. You unplug it. You go home. You plug it in there. And you access your files.
