Steam Gift Trade Policy Changes

A Steam Community announcement details changes Valve is making to the ability to trade gifts on Steam to curtail the abuse of the system by third-party key resellers. Here's what's different:
All new games purchased as a gift and placed in the purchaser's inventory will be untradable for 30 days. The gift may still be gifted at any time. The only change is to trading.

We've made this change to make trading gifts a better experience for those receiving the gifts. We're hoping this lowers the number of people who trade for a game only to have the game revoked later due to issues with the purchaser's payment method.

If Valve's description is accurate, isn't it "us" who get screwed by trading away a game for a gift that then gets revoked? If their reply was that it's only a minority of people who get victimized, that wouldn't fly at all.

Seems more like an payment system issue that is abused by a minority that the 3rd party (the shops) are now scrambling to fix. Because the 1st party, the payment providers, are too stupid, lazy, or greedy, to properly secure their payment processes.

No, Humble Bundle still gives you keys, they just use the Steam API to automatically redeem them for you. Slowly but surely, all digital retailers are finding ways to cut down on people gaming the system like they have been.

You can still gift your keys through the humble site to other people though, it's kind of not really related to this issue.

maybe not key-resellers but I have seen people asking for "gifting" from other parts of the world.

I know, there are gift trade-sites mostly where I would have huge trust issues related to the gifts being actually valid purchases and not "stolen" with fraudulent payment

It's a good thing Steam does this

You realize that the 30 day waiting period is just for keeping it in your inventory as a trade-able. You can still gift it to a friend if you are worried about that. Sadly, if you were planning on buying new games and trading them off the day they are released for whatever reason, there really is no way to get around having a 30 day waiting period to avoid Credit Card/Paypal fraud.

If I recall 30 days is the limit on when a CC company will allow a charge back without a more extensive review. Unless they offer some irrevocable payment option (cash/money order), you aren't going to get around this.

The flaw is that douchebags (criminals really) either steal credit cards or do xhrgebacks to get the money back after trading. Valve didn't plan for this to be exploited. They are essentially closing an exploit. Waiting 30 days to trade should reduce this issue. And someone can still gift them, so it doesn't stop gift buying.

It has nothing to do with key resellers. That Grey market is still there. You can't steam trade key numbers.

This is to help stop fraud when people receive games in trades which are found to be illegitimate or whose payment was cancelled/withdrawn etc. Do you have a better idea perhaps?

Damn, I needed to offload these bloody Dogecoins on my Vietnamese reseller sooner.

And, er... fair enough Valve. Developing world wont pay 90 euro for a game, and you probably wouldn't make money if we bought everything for a tenner. Though some of us already do with the whole wait for the GOTY thing that has started working out so well for us. But hey, as long as I can be subsidised by patience and silly early adopter day one cashed up single kids, then everyone is happy!
