The Xbox was originally supposed to be simply a minimized PC with Windows running on it. It turned out not to be cost-effective doing it that way, plus it would be hard to create a walled garden on a device that's simply a scaled back desktop. Imagine where we'd be today had consoles not gotten in the way of actual progress in the name of profit.

The vast majority of sales happen within the first month or two. Delay it until after that, and you can both use it as bait to sell Xbones, and make money from people like me who won't ever own an Xbone. Not doing so is leaving money on the table.

Horizon isnt like forza motorsport, its more your need for speed kinda thing all be it with the forza engine/handling (with the sim options turned off).
Its also a wonderful game that's lots of fun.
personally id like to see all of microsofts 1st party titles (halo, gears & the forza franchise) on the PC.
