(and still not finished. It will get better)
I hope so but if Bandai Namco have any control of the product and not just sales and marketing, who knows where they'll take it.
[Bill Lumbergh impression]
"Hey guys, love the super realistic racing game you're making. Listen, Need For Speed kind of flopped so we're gonna go ahead and try to grab the bigger arcade market so we're gonna need you to go ahead and retool the game to be more accessible, that'd be great. What's that, your integrity? *glances at contract* Yeah, no, that's ours now."
Edit:
I do mean "if". I gather Project CARS was well funded and the less money they need from Bandai, the less control they'll have signed away. (It's a generalisation, but I assume money = control in these matters.) If they have development entirely funded and have only signed Bandai to handle sales and physical distribution (if relevant) then they've probably retained full control. Preorder bullshit pales in comparison to losing creative control; one I can live with and the other probably won't be an issue - but does put me off preordering, not that I've had been likely to.
