Is that somehow different from Ubisoft's other titles? They've always preferred flashy trailers and gimmicks instead of actual gameplay. It doesn't mean their games aren't pretty fucking good generally speaking. It generates them more YouTube views and more sales, and can be done entirely by the marketing department or an outside firm. Gameplay trailers require a lot of cooperation from the development side and a lot of bickering about what to show can arise, etc. It's just messy and since it doesn't generate sales, they don't bother.
Besides, even if they were showing more gameplay, they could just as easily cherry-pick gameplay segments that they felt would appeal to more people.
If you're a smart buyer you should be waiting for a verdict on the final product anyway, not trying to prognosticate based on what they are, or are not showing in their trailers.
