No it's not. Theft is an act of unlawful possession. The severity of legal recourse is partially dependent on whether a violent act occurred during the theft which then becomes a form of robbery but in and of itself theft is not an inherent act of violence.

Theft is another form of violence. Ever see the end results of what happens to people who have been wiped out by ponzi schemes, bad management, market manipulation, etc. Serial killers and rapists are a drop in the bucket compared to the number of hucksters out there. Imagine they took your family for all they had and left you homeless, or close to it. No chance of retirement and working until you die. You really think that a slap on the wrist is a punishment that fits the crime? Collusion and price-fixing are equally dangerous because they amount to the same thing in the end. Rewarding the criminal and screwing over the consumer/worker.
