I've actually worked in the sector and there is no one single problem, there are a series of them and they're all cumbersome. Of course modern incumbents are throwing their weight around and being stupid, that doesn't excuse all of the issues municipalities introduce into the equation though.

You can blame the incumbents along with the municipalities for making these protectionist environments so that providing any new media infrastructure is the way it is. The incumbent companies know how to screw people, it's probably their main specialty, and most likely the municipalities didn't have a clue what they were entering to when they originally signed the multi decade deals with them.

I'm willing to bet if 20 years ago someone offered you a zack morris cel phone for free if you signed on to a 5-10 year contract the average person would have jumped at the chance to own a brick that doubles as a phone. Hindsight is 20/20

And no Instagram isn't worth it. Hell, FB wasn't worth it.
