well its nice to see something being done, but this has a couple of problems, 1) prove congestion. 2) stop artificial congestion(ie company saves money by not upgrading equipment to serve user base/usage growth)

We've literally been overcharged each and every month while being customers of Comcast since Jan 12.
I've had to call these crooks every month to straighten out our bill.
It's beyond deceitful what this corporation pulls each billing cycle.

We've looked into other options but we only qualify for 1mb DSL from Century Link, it's a joke.

Considering how the public already gets raped on phone/internet/cable prices anyway...yeah this would be a good thing. We need it up here too, eh!
