Why did microsoft think that desktop users wanted an interface made for a touch screen?

Companies want to write once and have something work everywhere, no matter how ugly it is. You see the same thing with websites, where a web site gets horrendously ugly and has giant images, so that it'll work on a tablet as well as a web browser (I'm looking at you, netflix).
