They managed to develop Max Payne 3 for PC at the same time (only a short delay) so there was reason to believe they'd turned the corner and learned from their mistakes. Also, Vice City and San Andreas were acceptable ports (even if nothing was done to improve the graphics).
Don't forget GTA3, Vice City, & San Andreas. They all released on console first and then PC about 7 months later. This really is not any kind of shocking revelation or any reason to get up in arms.
