Just keep playing. Once you get a character up to the higher levels, you earn plenty of money just from selling the crap you find on dead monsters and doing events/hearts. So far I've spent 5-6 gold pieces to get 2100 gems when I see the price is on a downward trend, which is enough to double the shared bank, unlock the extra bag slot, and get another character slot. You can also sell crafting materials for professions you're not interested in and green or better items to other players for even more money.
Unless you're finding yourself so short on time to play that you'd rather just buy the gems outright, there's little reason to spend real money on them IMO. But still, I'm absolutely okay with them charging extra for that stuff if it means I don't have to pay a subscription fee.
