Not even close. According to Eurogamer, D3 has 2 million pre-orders, which in itself is quite spectacular, but it's nowhere close to Call of Duty which usually has something like 6-7 million pre-orders every year.
I think Activision themselves projected 3.5m total preorders. That said, Diablo is a (no pun) long tail seller which retains its value really well plus they have the revenue from the idiots who use the RMAH. The first two games sold something like 19 million combined. I can easily see this being a revenue earner near or on par with your average Call of Duty title. Call of Duty of course iterates yearly but who knows how much longer they can keep that up.
