I used to leave Steam online all the time, and my frustrations were identical to yours. Like you, I find it's preferable to leave it in offline mode and only go online when I need to, like when I'm playing Left 4 Dead or updating a game. Ideally offline mode would just work, but doing it this way ensures that your access to your games doesn't depend on your internet connectivity.
