Yeah the comments are informative. Apparently this is undoing some of the economic stifling regulations that were enacted after the dot com crash and other stuffs.
IMO it was the 401k laws that greatly encouraged many millions of people to put their retirement savings into the gambling stock markets. This is one cause of the stock market bubbles we are seeing because it creates artificial demand. |

It has nothing to do with kickstarter from what I can tell. Its more for investor groups. And if it does, it only limits it since its talking about $1 million cap and $10k per person cap.
Its a rather crappily written article since it doesn't say much about it, the comments explain it though.
