Case in point Lafayette, La. The battled for 5 years to get it done. Result? 100Mbit service for business and residentials for $57 a month. Wide open with no filtering. They have TV and phone bundled for a total of ~$200 a month with all the goodies. Cox offers 10 Mbit service for $50 and it is filtered to hell and back.
